Highland Hills is an extremely small municpality. It's a small box surrounded by other towns. It's primarily office and residential with some retail along the far west border. The village has many new office buildings since part of the Chagrin Highlands office/retail/hotel development is located there. It is also home to a Cleveland city golf course and has plenty of empty land that the city holds. It is the site of the Cleveland Dept. of Corrections and the City of Cleveland owns much of the land in the village for various services including the prison and a camp. The city has gradually sold the land off and the village has now seen new development on this land.

Crime wise, it is fairly safe. Around the North Randall Mall area (largely abandoned retail sites) , it becomes more dicey but most of the village itself is fine. The village is largely African-American with small single family homes although there have been several new subdivisions that have been built over the last few years.

I assume you are looking for an apartment nearby, and I don't believe there are any in Highland Hills but the surrounding communities of Woodmere, Beachwood, Mayfield Heights and Shaker Heights all have a ton of apartment buildings and are within 15 minutes. They all vary price wise, it just depends on what you are looking for and what amenities and location you want.

Mayfield Hts would be the most reasonable of those cities but it also offers the most shopping and food wise surrounding the complexes as virtually every big box chain store is on Mayfield Road. Beachwood is very nice but is primarily upscale and the apartments have a high price range. Woodmere is similar to Highland Hills, as it is extremely small. It is basically one little strip of congested road surrounded by office buildings, upscale retail and apartments. Shaker offers a little bit of everything, depending on where you look and is extremely diverse. Safety wise, Mayfield Heights and Beachwood, would be the best bet.
