Before Buckhead Village was torn down, Atlanta had the better nightlife with no contest. Now they are more comparable. Midtown has become Atlanta's prime nightlife district, with a few bars/clubs in Buckhead, Little Five Points, Virginia-Highland, parts of Downtown, and East Atlanta Village. San Diego has the Gaslamp District, Pacific Beach, Ocean Beach, La Jolla, and Hillcrest/North Park.
San Diego because of the setting and its surroundings. It has a lot to do, and with the weather and the ocean you can't beat spending a night in San Diego if you want to have a good time.
With that said, Atlanta has a good nightlife too. But, if you told me I could pick one of the two cities to spend a night in and have a good time in, I'd go with San Diego.

How and why did the city dismantle Buckhead's nightlife?
Ostensibly due to escalating violence in the district associated with the clubs. A developer stepped in and tore down a sizable part of the Village to build an upscale shopping area called the Streets of Buckhead.
