Probably Los Angeles, since it does have mountains as a backdrop (though back during the worst smog days of the 80's, that wasn't so clear...)
Dallas has a decent skyline, but the surrounding environment is mostly flatlands. This is also why I think Vancouver has one of the best skylines in North America.
LA's is much denser. I was amazed when I first realized what an awesome set of dense low-rise and mid-rise buildings LA has. It just doesn't have the supertalls that people expect with a "skyline".
It's rare to every actually see the LA skyline through the smog, much less the hills nearby..
