I need to move, What metropolitan areas have at least a decent amount of minimum wage jobs and a low cost of living? (bigger, population)

I've been in St Louis 5 years and still love it. Low cost of living, traffic isn't too bad and we have some pretty cool neighborhoods. My husband is in heaven because we live about 5 minutes from Busch stadium. There are 3 professional sports teams, 4 seasons, world class zoo, great parks, jazz, blues, etc. The population is about 2.8 million, so its not too big, not too small. If you are looking for a bigger city, Chicago is one of my favorites.
I'd say any "Rust Belt" city. So, basically just about any city within a close proximity to the Great Lakes.
