This seems way too low to me. Every other car I see here is a Tesla. Oh well.

Honestly Hartford seems like such an outlier. It’s per capita rate is like double Boston. It’s like 50% higher than anywhere in the northeast.

Then the west coast is driven by an extra $1.25 in gas prices

Coal mining is bad. It creates lots of environmental problems. Rare earth mining, however, is totally different. It occurs on the other side of the world, so all the environmental problems associated with mining are out of sight and out of mind.

Not surprised by the rankings. A lot of this has to do with gas prices and costs of ownership.

Boston is very low, especially with the amount of charging ports in MA

Any ideas why?

Yeah, there are pros and cons of owning a Tesla Model S. It's the only car I've ever owned that gets better over time, meaning features I didn't have when I bought the car are there now: Sentry mode, dashcam recording, side cameras, new apps like Spotify being added, etc. I pay around $30 a month for electricity charging the car versus $300 a month in gas for my ICE. Cons would be range (though I have an ICE vehicle for road trips and I prefer taking a plane). Also, the costs for repairs. They want $3,000 for a headlight replacement, and there are no other repair shops since Tesla owns all the parts and won't sell them to anyone.

The Tesla buyer is a little different than the other EV buyers, they seem less worried about gas prices or the greenhouse gas, and more interested in the latest technology and showing off that they can afford a Tesla. We have the same situation as the OP, here in the Redmond/Sammamish/Issaquah area, with all of the Amazon and Microsoft tech workers and managers. You might go a week or more without seeing a Leaf, Bolt or other cheaper EV, but Teslas are all over the place. We drove 6 miles from Costco home the other day and counted 22 of them passing the other direction. At the Home Depot/Fred Meyer parking lot in Issaquah there are 8 super chargers, and there are Teslas lined up there in the evenings waiting their turn.

I figured this list would just mirror the largest metros in the country by and large, but I guess that doesn't account for the love of big ol' gas guzzling trucks in Texas.
