Both are underwhelming for their size, but San Antonio wins, and its not as close as you think. PHX doesn't have anything like the Tower of the Americas (a bigger version of Knoxville's Sunsphere), along with some pre-war high rises that PHX also lacks. SA's density also helps some.

Certainly Midtown Manhattan is way ahead, if you take out anything Manhattan, then I'd pick Jersey City since it has has water frontage the Hudson River.

Bellevue, WA or Buckhead (Atlanta), GA?
Battle of the suburban skylines. I'd give it to Bellevue by a nose. It's a little more built out, but Buckhead has better scale (more peaks/valleys). If it were possible to look at either in a vacuum, Buckhead may even win. but overall, Bellevue is a bit more appealing to me. Especially in that setting.

Buffalo, New York vs. Norfolk, Virginia?
Buffalo for sure, although I like Norfolk's waterfront skyline too. Buffalo's has more depth.
Calgary, it has a much more "full" skyline in my opinion. Although I like Austin's as well; it reminds me a bit of Orlando in terms of the scale and architecture style. But I've always liked how Canadian cities seem to have much bigger skylines compared to American cities of the same population.
