Baltimore -16.1%

It seems Portland, Philadelphia and New York City have the three lowest city office vacancy rates with 7.6%, 8.9% and 9.8% respectively. All below 10%

3. New York City- 9.8%
4. Tie- Pittsburgh/Denver/Salt Lake City- 10%
5. Tie- San Francisco/Washington D.C.- 11%

According to the link and the info I posted; Pittsburgh, Philadelphia and San Francisco metros are the three LEAST vacant in office space.
