We know CA has a lot of IT(Software) opportunities. But except CA, what's the best city to live in for IT(software) engineer?

Probably Austin if you're young. It's up and coming.

NYC is also nice, though it'd be more expensive.

I think there are two questions here rolled into one.
1. If you were employed as a software engineer with a decent job security, what city would offer you the best compensation to affordability ratio?
2. If you want to grow in IT field, taking advantage of jobs an area has to offer, where would you go?
The answer to the first question, I believe, is Chicago or Portland, which is not even on the list. The answer to the second one is probably Seattle, Boston or Austin.

Why? Aside from Silicon Valley, the Boston area is home to one of the largest concentrations of tech companies. There are a ton of jobs and companies either based there, or with sizable operations.

I don't think the thread about which city you like better, rather which city is better for IT jobs.

Dallas is a big Software city both applications and systems software. Good job market for this great recession economy. Im sure some will vote for DC since software makes the government run but given its tax money that pays for most of DC software activity, I can be considered as a good software job market but its economy is not the same as free market driven activity not tax payer funded.
