I should be clear, by urban I didn't mean tall buildings or a ton of residential density (although 4th ave is dense by Tucson standards).

What I meant was a vibrant, eclectic and walkable urban strip with a range of shops, restaurants, nightlife and good foot traffic. 4th Ave from 9th street to just north of 5th street (a half mile stretch) is very pedestrian friendly with a lot of cool amenities and places to go. It has a more organically vibrant feel than anywhere I went to in SLC, including downtown or Sugar House. It almost feels like a little mini haight-street (let me emphasize the word "mini").

It mostly looks like this: http://maps.google.com/maps?q=restau...,,0,11.11&z=17

Now, again, overall I definitely think SLC is more urban. The downtown is bigger and offers a lot more, and the city generally has a (somewhat) more urban feel. I just think pound for pound, the .5 mile strip of 4th Ave I'm referring to beats any strip of a similar length in SLC. In general, Tucson is very sprawly with a pretty weak downtown. 4th Ave is the one exception.

Looks kind of like Fairfax Ave in LA. A good thing IMO: http://g.co/maps/5syy2

Yeah, I can see that! But Fairfax is definitely more urban feeling than anywhere in Tucson or SLC.
