Which urban city has the best in-city lake? (state, Chicago, size)

Seattle is the first thing that popped into my mind too. If this was open to lakefront cities (excluding the Great Lakes), I'd put Madison, WI out there. The configuration is great with the older part of the city sitting on an Isthmus between two nice sized lakes.
It's not the best, but Town Lake in Austin (technically dammed up Colo. River) has a few things going for it: no motorized boats so it's very tranquil for kayaking/canoeing/SUPing, it offers a gorgeous up-close view of the skyline, and the surrounding shoreline is all public, so it's well-beautified shoreline is free for everyone to enjoy.

Lake Austin is also in-city, but it's shoreline is mostly private lakefront residences, but also very pretty
