Utah. I'm biased because I live in Utah, but they aren't too different. Colorado has worse traffic, more crime, and higher prices. It also has less Mormons, of course, which is the main difference between the two and can be either good or bad depending on who you are. They're both among the top states in the country.
I'm not sure it's all that close. Salt Lake City is a small and more conservative version of Denver while the state of CO offers far more to see and do than UT in my opinion.
It's nice that Park City is so close to SLC though and the traffic is much worse in Denver and all of CO.

Denver is head and shoulders above Salt Lake City and on a human scale Colorado has a lot more diversity. Take away the urban and social context and have the two states competing for topography and beauty then you have a real contest.
