These are upper income counties in the DC and NYC areas respectively. I believe the last two counties have more extreme wealth. the DC area tends to have a larger upper middle class.
some things to think about: DC is a job machine, NYC is well NYC, Fairfax county is in VA probably the most business friendly of all the states, guessing Fairfax is the most sprawly county. Bergen and Westchester tend to have more older town centers, Moco has dtown Bethesda, Silver Spring, developing downtown Rockville/North Bethesda
also some town centers like Takoma Park
Fairfax has some town centers like Vienna and Fairfax
I would choose either Bergen or Westchester on the basis of the NYC proximity. I have actually lived in all except Westchester; Fairfax and Montgomery can be very nice as well I just personally prefer the NYC area. I would also choose either Fairfax or Montco in DC over Loudon (which technically has a higher income but is much further removed from the core of DC but the outer parts of loudon have some very pretty countryside...
On Montgomery I would actually have choosen Montgomery County PA and the main line of Philly but I am a homer - btw that is also a top 20 for income in the US and a population of a million people
Bergen County!
Lodi & Hackensack is where I did most of my growing up.
Westchester County is a close 2nd, both counties are very similar.

Some parks in Bergen County--

There's 70 towns in Bergen county, so it's hard to show pictures of all of its architectural aspects since all the towns vary from white collar to blue collar, so here's some google street views
I voted for Fairfax County since I used to live in NOVA and really liked it. However, we are moving to Bergen County this Summer (from Atlanta suburbs) and am very pleased to see that it is the frontrunner here. For Bergen County fans, what do you like best about it?
