Since I moved in, there is a lady who is old, and slightly crazy who throws mass amounts of birdfeed and old food out her window on the third floor of an apartment building.

my condo complex, along with several others have our parking in the back alley which is perpendicular to the apartment complex. the birds have been crapping all over the cars. I find dead birds almost everyweek in the alley (I assume the cats got them or they gorged theirself) and I can deal with that.

But this bird feed and old food is attracting racoons, rats, cats, and bugs. It is unsanitary.

Myself, along with several neighbors keep pleading with this lady to stop. She agrees, then by nighfall keeps dumping food out the window.

I have called 311. I dont know her name or exact unit.

Is there anything else I can do????? I know it is illegal to feed the birds in chicago?

I dont want to be "that person" who calls the cops on this lady - nor do I want to waste their time, but the rats and coons are out of hand.

Why don't you just call to report the vermin problem and not the woman? The city normally puts out poison in the alleys and if rats are being attracted to the area, along with the other animals, then it is time for the city to spray (or pellet or whatever) again. I would try your alderman before 311 since they tend to be able to get things moving more quickly on a local level.

It is in fact illegal to feed pigeons in Chicago, but I don't think it's illegal to feed birds in general.

Try to contact the management or owner of the apartment building first. If you can present a united front with your neighbors; (in whatever response you choose) that will only solidify your chance of success.
