is this a good area now, some of the row houses(champlain st) look identical/similar to what you find in some philly and brooklyn neighborhoods

Pullman is relatively safe, but it's surrounded by some really rough neighborhoods and has bad public transportation options. You can pick up one of those row houses quite cheaply, but you're kind of isolated down there. And don't confuse "Pullman" with "West Pullman". They are not the same.
By the way, Chicago has MANY row houses. It's not the dominant form of housing like it is in some eastern cities, but there are many pockets of row houses throughout various neighborhoods.

Back to the OP, I think that part of Pullman was an arcade with an open market in the middle and shops along the edges. It's been in that ruined/partial construction site form for as long as I can remember.

I've been to the Pullman District on a walking tour it was a great! Gave great insight to the whole area, history, very informative and enjoyable.
The Chicago Office of Tourism has awesome tours that leave from the Cultural Center on Randolph that take you right to the various neighborhoods. They are usually 4 hrs. long or so, include a snack or lunch. I've done quite a few Little Italy, Chinatown, Chicago Fire, Taste of the Neighborhoods!

Also there is usually a tour of homes each year where certain homes are open for visiting.
