Probably up to preference of the electrician. My building has them vertically on two floors and horizontal on the third one.

I was checking out an electrical forum and a poster said wall outlets were vertical until 1970 or so, then horizontal. No reason was given why they changed.

Legend has it that electricians lined up the handy boxes by resting them on top of a hammer. It's easier to rest one that is horizontal. That's the only reason I can think of.
