There are lots of employees in RP and Edgewater (lots of grad students in the area, too). Tons also in Lakeview, but most people take the purple express to commute in that case. The shuttle continues on to the downtown campus, and NU also maintains some meeting spaces in RP and Edgewater, too.

Skokie covers a large area and the Skokie Swift is at the western edge of it. 35 minutes to NU is about right. From most parts of Rogers Park, the ride is half that long.

Rogers Park, Edgewater, Uptown (avoid the central area by the Wilson EL stop). You may very well be able to rent a room in Evanston for the $500.00-$550.00 budget range you mentioned. My reason for giving these three neighborhood suggestions is that they all allow Red Line EL access to Evanston.

To be fair, lets not forget the suburban alternative of Skokie which shares a border with Evanston.
