The ones we've already stated - River North, south end of Gold Coast, Wicker Park/Bucktown, Lincoln Park, Lakeview, etc. For someone who is international and more akin to that type of stuff, I'd go with River North, the south end of Gold Coast, or Wicker Park/Bucktown.

Similarly, there is the South Loop and West Loop which are both not nearly as exciting, but has a bunch of high rises too and is cheaper than an area like River North on average. Though the West Loop does have a bunch of nice/good restaurants, but the neighborhood is a little more laid back and quiet.

Of course, the funny thing about Chicago is that there are areas where $1500-$1800/month could get you a 3 or even 4 bedroom apartment and an entire floor of a 3 story building.

College aged person checking in. Go for anything in or around Wicker park, Lakeview, River West, West Loop, East Village, and if you want to get bang for your buck with a sick pad on your budget, Look around the gentrifying areas of Pilsen on 18th st between Canal (500w) and Racine (1200w). Also, put Logan Square back on your radar. I wouldn't be too concerned about the crime if you are east of Central Park. (3600 w)

Best thing you can do is come and visit and get a feel for yourself.
