Every day I see cars sitting in one lane of a two lane road, no one inside and blinkers flashing like they think that makes it okay to block a lane of traffic. I see it all the time, sometimes it's taxis but even more times it's actual people. Is there some rule in Chicago that says that this is okay? Or are people just being douchebags?

I can't tell you how many times I have been behind some mental midget that does not seem to realize that in ILLINOIS ONE IS NOT ALLOWED TO DRIVE WITH HAZARD LIGHTS FLASHING. PERIOD. There is no "exception" for bad weather, or being too scared to drive at a normal speed on the expressway, or as some kind of "excuse" that the REST of your vehicle's required equipped (like operational headlights, taillights, BRAKES, wipers, etc...) Hazard Light Use | AAA/CAA Digest of Motor Laws

It's the latter. The one that really kills me is people who park in bus stop areas or no parking zones (like during rush hours) and put the blinkers on. If you're doing a quick drop-off or pick-up, I don't mind, but when you leave the car or just sit there for 5 minutes waiting on someone,

It's called double parking and it's illegal and not nearly as common in Chicago as it is in New York. Part of the reason it's a bigger problem in New York is the UN, with all those diplomatic plates.

In Chicago and New York people do it out of necessity because of the lack of legal parking spaces, and hope they don't get ticketed or towed. I used to live on a block with a lot of high rises and very little parking, and we would have to illegally park with the flashers on nearly ever time we had to unload groceries, babies, or anything too large/heavy to carry more than a hundred feet. We were always careful not to block traffic, though, but taxis and food delivery guys weren't always as skilled at finding the little nooks and crannies to stash their cars for a few minutes.

It's people picking something/someone up or dropping something/someone off. If there were spots to pull over to the side of the road, they would. In the meantime, I'm sure it's not too agonizing to turn your steering wheel a few degrees to go around them.

What part of picking someone up or dropping them off requires a person to exit their vehicle?

What difference does it make? Go around them and get on with your life.

Of all the aspects of city living to bellyache about, this ranks about a 0.2 out of 10.

There are plenty of reasons. Just thinking of instances where I have done this in Chicago-

The drivers could be switching places.
The driver could be getting something from the trunk.
A kid is entering/leaving the car, which may require car seat adjustments.
Something is being carried, which requires two people.
The driver could be a visitor, and is putting the visitor parking sticker on the passenger side.
