The analysis that Chicago87 lays out is of course completely consistent with why so many economists are so opposed to systems that disincentize work through an poorly implemented "social safety net" -- the ranks of the unproductive grow and they are supported by smaller numbers of workers.

This is sadly something that has long plaqued Chicago and efforts to change this during the Clinton era, when the decision to drastically alter much of Chicago's public housing followed from decisions about changes in welfare, have been rolled back by the good intentioned but misguided souls that soften a hardening line on such things.

When comes to individuals I do know that certain kinds of disabilities can result in result lower income taxes and I believe there are also provisions for folks whose adjusted income bellow a certain level to have special property tax exemptions / suspensions. I went to my alderman's presentation on property taxes two years ago. So they do deal with property tax issues. But I have to complain to my alderman about my neighbor's bird feeding too, which is very annoying because birds gather around here by habit then they put a ton of **** on the cars.
Aldermen "deal" with property taxes by holding informational workshops. They also have to "deal" with every other piddling bit of minutiae that people demand of them. My point is that isn't their job, they are supposed to be legislators. Why are they such ****ty legislators and why do they not take the time to read through items of importance like the parking meter deal, the budget, etc? Because they are enabling people who can't seem to learn how to just use 311 and 911 and the City and County's websites.
