Maybe it's pure circumstance since I'm a minority myself, but some of the smartest folk I ever knew were African-American, but some happened to be Nigerian-American (children of immigrants from Africa). Of course Asian-Americans (including Indian-Americans), Jewish & WASPY white folk were also some of the smartest folk I ever met as well.

Even with every opportunity offered in the world, if someone gets educated and employable, yet decides not to live in the Chicago area, it's not really going to make a positive effect on what's going in in Chicago. Only the poor and uneducated are going to (forced to) stay making it seem like the problem is being perpetuated.

Case in point, you sound like you're doing reasonably well for yourself, but live in Atlanta.
Atlanta has limited opportunities, poor infrastrcture, awful public transit, and just not enough of the things I want to do. Atlanta doesn't offer the quality of life that I'd like. It's like living in a big suburb.
