So Chicago has 300k workers. Do this include the retail jobs like Walgreens workers and chain restuarants ?

Chicago has far more than that. That was a rounded-down estimate of the number of jobs in the Loop proper as of about 2010. That's all. It's it certainly not an accurate assessment of the total number of jobs in all of Chicago.
