I rented car about a month while up in Chicago. There were some incidents that led to me having to tow the car to a shop and having a tire replaced. I was told by the rental company that I would be refunded the towing and tire replacement cost. They still have not done so. Every time I call, one of the local reps apologize for the delay and say that it will soon be sent out.

I want to know what options I have, legal or otherwise. Any help would be really appreciated. This has been dragging on for long enough.

When you are considering your legal options, remember that it costs $177 to file a lawsuit seeking $2500 in Cook County. Keep trying to contact the company.

Have you told your credit card about the dispute? That is generally a cheaper / mmore cost effective way to get the attention of any "merchant" than small claims court...

You mention "local reps" - you should not be dealing with local reps, you should be dealing with headquarters.

Too many "facts" we don't know. Usually, renters rely on the rental car company to dispatch a service vehicle of its choice to handle repairs. Damage could be due to driver problem, not faulty tire. Be patient, try to work it out. If all else fails ... eat the charges because legal action will cost you more. Next time? Maybe change the tire yourself, if there's a spare.
