Yes your best bet is to look for 2 or 3 flats, parking is much more likely. Either renting an existing garage or tandem outdoor parking is common. I lived in Lakeview for 4 years and always had off street parking.

Something like this...
Apartment People ID Unit 9429-244315 Page - Chicago Apartments | Apartment People Chicago

Your hardest requirement is probably 2BR/2Bath. Most 2 BR units will only have 1 bath.

none of the big managed buildings will have all those upgrades, you'll be better off hunting down a condo rental by owner. I'd say a 2/2 w/deck, ss, parking, wd will run closer to 2k+

I think on the western or extreme eastern edges of Lakeview it should be possible. If you're not needing to be less than a 10 minute walk from the "L," prices are lower.

Default Yep -- lots of owners underwater...

If you want to BUY and have cash so that you need not worry about the financing get denied because of too few owner occupied units you can probably find a place where the mortgage and taxes are under $2k/mo, but assessments might be high...

Lots of desperate condo owners looking for tenants.

Eventually some of the buildings will go to rental management companies, but for now the major apartment operators are thin on cash too and that creates a unique stand off where the smaller number of full rental buildings are not as nice as the condos...

You definitely can get a two bedroom at that price. Just may not have all the amenities you listed.

This should be doable, I am currently renting my GF's Condo in Lakeview for a little more that your budget but without parking. Her place is a 2bd + den.

^That's kind of what I was thinking. I don't think this would be doable in LP, but Lakeview should be a possibility.

ETA: On a quick search of Craigslist I still think you're going to be between $100-300/month shy of what you really want.

You can get a 2 bedroom, but it probably will not get in-unit laundry, a 2nd bath, and parking in that price range.
