This year plan on mid May for full foliage for Crook and Lake County and eastern DuPage Cty and Mc Henry Cty. Winds are constantly howling out of the NE and the lake hasn't hardly budged in temperature so that said, plan on more continual icy winds off the lake holding temps for areas within 30 miles of the shoreline at best in the mid 50s. Inland areas however in many cases trees already have flowers or small leaves. Inland areas (30+ miles from shoreline) may have full foliage by first week in May this year.

I see why people say April can be the worst month now...This has been the worst March/April weather I ever remember, the normal winter months Dec-Feb weren't too bad though, just normal.
