I work right in that area.... Depends on what your comfort level is. It's definitely urban and there's some petty crime and gang presence, but overall I think it's pretty safe. As long as you avoid getting a garden apartment and keep valuable items out of sight in your car when you park it (i.e. hide your GPS or take it with you), you should be fine. I used to live around there. It wasn't what I'd call "dangerous" but there were some minor urban annoyances around there.

Ive never heard of a car being broken into for the sole purpose of stealing the ipass. They are very traceable. The toll authority takes a picture of your car/plate as it passes through and cross checks the ipass id with the plate number. We have a work fleet and sometimes the ipass assigned to a specific car gets switched and the Toll Authority lets you know that that particular ipass is not registered to that license plate. I would assume thieves know this, at least the good ones.

I wouldn't leave it out. I don't think it's common for people to steal them, but anything of value can be interesting to a thief. I had a homeless guy break my window to get a pack of smokes (and it was an empty pack to boot).
In terms of how safe the area is - I'd feel completely comfortable living in that area. Like Sbudsky said, just check Everyblock to see if it qualifies as "safe" to you.
