I second the nomination for Lincoln Park and add one in for Old Town, which, if you do a bit of digging, you should be able to find something within your price point. Both places offer good, safe bicycling routes into downtown; Lakefront Path & Clark/Wells St provide dedicated bike lanes all the way into the loop.
