I know this response is a little late but maybe I can address some of the questions on here.
The dirty water extracted by carpet cleaners should NEVER be recycled, for obvious reasons. I have been asked this question a few times and I personally do not know any carpet cleaner that does this. The setup that I use has a separate fresh water tank used for the cleaning and the extracted water goes into a separate waste tank. The waste water is then pumped out later into a sewer accessable source.
Reappearing spots occur when the spots have not been treated properly before extraction occurs. The vast majority of spots are acidic in nature and need to be treated with an alkaline cleaner before the extraction rinse occurs. When using an effective cleaner the residues in the carpet are properly emulsified and separated from the carpet fiber which allows them to be rinsed completely from the carpet. Unfortunately, the majority of carpet cleaners do not apply the cleaner separately from the rinsing process and in fact rinse with the cleaner. This action does not allow for enough dwell time and will only remove dirt from the top third to half of the carpet fiber. This also will leave residue on your carpets. It would be like washing your hands with soap mixed in with your faucet water, you would not be able to effectively rinse the soap from your skin.
