I have used the elance website a few times for logo and graphic work. You will post your project and get bids from people all accross the world. You usually pay them half upfront and half once you are happy with the final product. I think I paid around $150 a few years ago for it.

Try www.crowdspring.com if you want to see a lot of ideas in a cool format.

As for local brick and morter companies, Hixson Design cannot be beat. Their creative genious is not cheap but well worth it.
