As for Downtown, I don't think you will find something affordable. South Charleston on the other hand might have more of what you are looking for.

I even have doubt on South Charleston for that price range and quality, you could even toss in Spring Hill and all of South Side. That price range can put you in a small 1 bedroom in Dunbar or a 2 bedroom house in various less than desirable areas in the valley.
Prices are stupid on the East End and in Kanawha City because of CAMC. CAMC has a punitive policy for its employees to park at each location. General is a bit less severe but at Memorial employees are fired if they are not long on the job if they try to park there.
Rent rates are just stupid in the city for the quality of the rental and the location.
As I typed this out I did think of one nice location but the price is 700-800 - I think. It was a nice apartment in the Lowestein Building on Capitol. They seemed to be thoroughly modern and updated and the building is controlled access and abuts the city garage (which is free to residents) that is located on Summers Street.
