iPhone 3G. I have two questions! (update, tethering, AT&T, support)

So word on the street is that they are coming out with a new app so we can finally send picture messages, is this true and if so when is it expected to come out? And I have also heard that they are going to be lowering the price of the plans, is this only going to be for new customers or will it go to existing customers also and when will this start? If anyone knows please let me know! Thanks!!

There are rumors and hopes AT&T will announce a limited (as opposed to the current "unlimited") data plan: Apple's Lower iPhone 3G Price Isn't Enough -- IPhone -- InformationWeek, but nothing has been announced about lowering the price of the plans.
