Does this sound like FIP? (kitten, food, appetite, cheap)

One of a group of 8 "feral" cats has had a runny eye on and off since I've known her just over a year. Comes and goes. Suddenly overnight lack of appetite, listlessness, moves but little. All others fine so I'm sure it's not poisoning. Very friendly, must have been an abandoned pet.
Edit: Now, another person was feeding them recently and I believe his intention was good but I believe the food was very cheap low grade. However, the other cats seem ok.
Sorry could give more info, but those symptoms can describe numerous issues. Given the rarity of FIP, my initial guess would be it is not just based off of probability.

Just a thought, but it could be damage tear duct damage left over from a long ago respiratory infection. I had a cat that had a leaky eye all of her 14 years from a bad URI she had as a kitten. It didn't cause her a problem or affect the eye at all.
But as already said, could be a number of things more likely than FIP. Watch her, and try to trap & vet her if it worries you.
