Shelters have burned down before also, and many animals have perished. Unless an animal has practiced fire drills and can open it's own cage, it is on it's own. From a fire standpoint, the cats were no less safe than being in a shelter.
And looking through the article, I was not under the impression that the cats were poorly cared for.
I absolutely agree, no one should have 100 cats - as proper vet care would be impossible to afford.
However, if they were fed, watered, sheltered, kept clean, and loved - they were likely better off than being on the street.
