my friends put a cat door in their basement door - because the litterboxes were down there. They had to remove the flap for a while, until the cats were used to first going through the opening. I'm not sure if they ever put the flap back on, or else how they got the cats used to pushing through it, but a lot of cats 'read' it as a solid door if the flap is there. You may have to wait until the weather gets warmer and you can take the flap off for a while. Maybe then put it on so it only 1/2 covers the hole and they can push through and get used to the feel of the flap?
