Canadian born abroad citizenship information (closing, moving, suite)

Would any of you know where to call to ask a question about immigration. Let me tell you a little info and what I want to ask. I tried to call CIC today only to get some weird sound. Here's my question: My wife was born in New York State. Her mother however was a Canadian citizen who had come to NY when she was a few months old. She didn't even know she was a Canadian Citizen. Her father had just dropped dead from problem from the war so she was raised by her aunt. Someone told us my wife is a Canadian born outside Canada but I need to find out if she can apply for citizenship under that catergory. Thanks in advance. I just need a number to call to find out.
