The "IE" reasons for their elevated numbers are due to topographical anomalies. (Well, this and 8 million polluters living upstream...)

Maybe 10 million, I dunno.

I appreciate your civil response. My point didn't have to do with the exact dates from which the data was collected, but the disparity between the results of the two surveys.
