Which places say 15 min from the coast or right on the coast are the least expensive? What are the advantages and disadvantages of each? Are there relatively inexpensive places mid-coast?

Vallejo seems inexpensive but its more on a bay and has a bad reputation as does Salinas. That does not eliminate them.

Oceanside
Oceanside, California - Wikipedia, the free encyclopedia

Some people 'down' it,some love it,but I intend to check it out,and also Salinas. I suspect many knock these cities because they do not have a majority 'white' population. The main concern I have is their low elevations!

Grover Beach, Marina, Watsonville for some what safe and coastal. Salinas is too inland.

15 minutes can be 15 miles, Inglewood, Watts, Compton. South LA is about 20 minutes from the beach without traffic.

Are those places inexpensive, though?

Yep, this one works.

Advantages: mild climate, many outdoors activities like biking and hiking with beaches nearby. You can rent a house for pretty cheap compared to everywhere else in the Central Coast. Laid-back and quiet for the most part.
Disadvantages: It's less expensive for a reason - fairly high unemployment and some gang activity (not nearly as dangerous as some say though...choose the south side). Not a ton to do that's not outdoors-related. Closest shopping is in Santa Maria.

The closest beaches are owned by Vandenberg Air Force Base and are closed for half of the year. The water is cold and two people have been killed in shark attacks at one of the beaches...

Overall, Lompoc isn't a bad option. It's not far from Santa Barbara and close to wine country in the Santa Ynez Valley and Santa Rita hills, if you're into that. The city itself has some wineries and tasting rooms too.

don't forget those black gangs in Lompoc. A better option is Vandenburg Village

NO, that is not why people down 'oceanside'. You can visit oside and then also visit neighboring areas like carlsbad, la jolla, del mar, encinitas, solana beach. You can then tell us what you think! It's all relative, but also crime stats do not lie. Nor does day to day life experience. Depends on your desires at a given time in life, too. What do you want your day to day life to be like? What types of experiences do you want to have every day? While racial and ethnic demographics may correlate, the reality is that the stats back up experiences that many people have or have had in these places.

For oceanside, I will also add that the young military factor creates an impact, as well. [bars and related 'incidents'.] This is not made up nor is it irrelevant. Though, of course, some people will not mind it or may even like it. But when you visit carlsbad or encinitas, it's a world away. Hard not to notice the differences when they are so stark and located a mile or two away as the crow flies.

Salinas has a good area and a much worse area, but can spill over in terms of affect. Salinas has gang issues, from what I know, too.
