Has anybody else noticed that the carpool lanes in LA are different than in northern CA? In LA they are essentially blocked off for lane changes with double yellow lines except at certain areas where you can get in and out of the lane. In the bay area and sacramento you can enter or exit wherever you like. At first I assumed that this was because the traffic in LA was worse but in many places in the bay area the traffic is just as bad so I don't think this is the reason. Maybe caltrans has different processes or procedures in different areas?

The 22 freeway is marked like the north.

They're also 24/7 in SoCal where in Northern CA they're only enforced during commute hours.

Ahhhh .... but there's a little known secret on the 60 freeway through Moreno Valley ....

Before and after "rush hour" the carpool lanes are open to everyone. However, not everyone knows this because the signs which have the carpool hours are printed in extra-small font - but I saw them!!!

The Palmdale freeway is like that as well.

The 22 was a trial fwy because Caltrans wanted to give socal the option of converting to the norcal system. Hopefully we will.

Edit to add that the 22 probably has the most carpool violators as people slide in and out. It's not really working, but I still like the idea.

The answer to your question is wrapped up in a cluster-youknowwhat between the chp, the california vehicle code and ab1105 dating back to 2011. The CVC prohibited driving to the left of parallel lines (of any color at the time), and when painted, caltrans came up with an "oops" kind of opinion of the matter. The newer HOV lanes in the bay area were then painted with parallel white stripes to circumvent the issue.
