Cheapest city/town in the entire state of California where you can cheaply live (rent), work, and go to community college. And safe!!

I don't mind HillBilly & redneck areas.
I just don't want to be in a black neighbourhood. They are usually dangerous.

There is no real good way to answer this question as its too general. Reason: the cheapest place to live will be wherever you can find a room for rent for cheap. Sometimes you can find a more affordable room for rent in the nicer areas. Other times you will find rooms for rent which are too high in less than desirable places. And you are talking about a huge state which spans 840 miles of coastline with 100s of colleges. Craigslist is your friend.

Secondly you mentioned work. The cheapest, lowest end towns don't typically have very good work opportunities. That's a big reason why they are so cheap to begin with. So its better to find a decent job first, then look for a room for rent next. This will also depend on what kind of work you can do.

Instead of looking for the cheapest place I recommend looking for a place to live near good community colleges and near a lot of companies and hence more jobs. Here is one I attended which had a great career placement office. The local businesses came to the school looking for student workers as it had a great reputation:

Bakersfield, it is relatively safe and has some pretty nice areas with modest cost. And they have a large community college.

I think you should decide what courses you want to take, then look at the community college catalogs and decide from there.
