Agreed. Not just loaded but too simplistic; especially with two thirds of it dealing with the same issue. The budget process, such as it is, has to be totally revamped and that will take a constitutional amendment which should not be left to the Legislature to draft.

too many programs, too many "departments".

I dont necessarily think that salaries are too high, but the CA gov is too big - making the overall salary pool too big.

That's part of the problem, but only a part. The stater also overspent when revenues were higher than mandated spending limits because it mandated even more spending and then couldn't maintain it.

Between a spend-happy Legislature and the initiative/proposition process, the Administration, aka: the State, can't win! Un- and under-funded mandates have been/will continue to be the fiscal death of the state.

Really, how else do you dig an $18 billion hole?
