Hey hey! Mostly read fantasy, spy thrillers, and steampunk books. However, looking to delve into scifi books that share similarities to specifically Doctor Who. Any recommendations? Much appreciative!!!

Love Douglas Adams. I did a search for similar authors: https://www.goodreads.com/author/sim....Douglas_Adams which may be a good starting point. Out of that list, I would try David Brin first

Not technically sci-fi, but you might enjoy Jasper Fforde's Thursday Next series, an alt-history fantasy where characters go in and out of books. They are fun and whimsical.

What do Doctor Who and Hitchhikers Guide have in common other than being British? What are the features common to both that you are looking for?

Quirky? Try Larry Correia’s, “The Adventures of Tom Stranger.” I have it on audiobook narrated by Adam Baldwin.

I had a similar thought a while back and found this site. Lots of good reads that people have suggested.
