The truth is, the 36 cities in Jefferson County work together in many ways – through city-to-city agreements that address localized concerns as well as more comprehensive structures like the library cooperative and the Metro Area Crime Center.

In addition, the Jefferson County Mayors Association oversees the county Emergency Management Agency, which helps us collectively prepare for and respond to disasters.

But could our mayors play a bigger role in identifying and partnering on other big issues that affect us all? It’s something I’d like for mayors to explore.

While we all talked about what made our own cities great and unique, we also talked about what might be worth our collective attention – from transportation improvements to public safety and economic development.
It appears the Mayors Association of Jefferson County has gotten the message that Jeffco has to be united as one voice when it comes to public safety, transportation, and aggressive economic development initiatives. Gardendale's mayor is the recently elected president of the association and he has gone on the record to support coalescing this so that Birmingham will be better positioned in the future to be able to regain its economic prominence amongst the major Southern cities.

This appears to be a step in the right direction, more regional cooperation is badly needed to become competitive once again. I would like to see this bear fruit with our transportation system (northern beltline I'm looking at you) and creating jobs in the metro. I have seen some opinion pieces about this topic with some good ideas about regional cooperation that preclude combining school systems and outright annexations. It seems that Birmingham and Hoover are getting things going and perhaps the other municipalities are ready to come to the table.

Organic Harvest Grocery plans to open a new market concept in early summer at the historic Parisian building on Second Avenue North, next door to Paramount.
This would be second grocery store in the urban core area to open within 2 years. This will definitely increase the foot traffic within Downtown and Midtown/Parkside areas of the City Center afterhours. Birmingham's urban core is well on its way to having 24/7 activity zones.

I wonder why Western has not tried to tap into the downtown market. Are they not interested in store expansion at all?

Per Jefferson County Tax Assessors records, it along with most of the buildings on both sides of 2nd Avenue North are owned by "Ladd George".

That's a good question. I am under the impression that Western is in holding pattern because of the failure of the FoodSmart concept in Crestwood. They would rather just hold on to their few locations and operate as is. In this tumultuous grocery market, it might be wise in the short term to play it like that, but ultimately it is not wise.

I'm still under the impression another major grocer will be entering the Central Alabama market in the near future as Birmingham continues to revitalize and ultimately grow. Who is the real question? It might be Kroger or one of their regional names or maybe Albertsons or some other regional grocer.
