Actually a lot of people do it.
They not only take the birds out for fresh air and to see other birds for them to sing at each other to socialize, but also take the chance for a walk themselves for fresh air and exercise while socialize with other birds hobbyists.
One time while I was on a walking/bike trail, a woman rode by on her bike. She had a bird in a wire basket in front of the handlebars - it was singing like no tomorrow.
My Cockatoo had a deformed wing. He could not fly. Thus, he was able to go anywhere I went. Bike riding did not work out too well. Walking, skating, running, canoeing. Barbques, riding in a convertable, and playing catch are not good activities to share.
If the bird is up for it, why not, i think this is teriffic. I am sure birds get bored too, being outdoors might be good for them, fresh air, depending on where you live, you could walk the bird often.
I would be afraid though of the bird wanting to fly off. I have seen lose parrots in our area, such a shame, must of been a pet.
There are special [URL="http://www.slipperybrick.com/2009/10/birdcage-backpack-lets-your-bird-come-along/"]birdie backpacks[/URL] for that, actually. I like that idea better than taking the bird out in a small travel cage, just because I'm paranoid about mosquitoes and West Nile and the backpacks are mesh.
Just a persnickety little point, though: Round cages are discouraged. Birds need corners to retire to or hide in when they get weary of company or feel threatened. Round cages deny them that. Also, I hope the bird in the video in the OP has a bigger cage inside, with toys. It is unfortunate, however, that China is not known for modern and humane avian or animal husbandry.
Walking a bird! That's a new one. People think I'm crazy because I walk my cats.
