Wellllll, I'd say it the other way around... the vog is bad near the water, and then gets worse further up the slope. Sorry.

I think the vog is less visible when you are down by the water, but I don't think that translates as less vog.

As far as Waikoloa goes, I would be less concerned about the wind than I would be that I'm living on Earth's closest approximation of what the surface of Mars or the moon looks like before being artificially landscaped and irrigated, and that you have a long drive to either Waimea or Kona to get to any sort of real store or shop that isn't in a resort hotel.

The vog affects Kona much more than up north by Waikoloa, so the farther north you go the less vog. We bought a townhome at Alii Cove new in 2004 and sold it almost 5 years ago. The economic downturn has had a really bad effect on Kona and it shows. Lots of closed businesses, people aren't maintaining things nearly as well as before. Borders closing really made it tough. If I had it to do over again, I would buy in Waikoloa or Mauna Lani. As it is, we travel to the islands twice a year, keeps us loving it.

I live just north of Kona in lower Kona Palisades and work right in the heart of Kona our offices are at the King Kam Hotel and for me and the wife the vog does not bother us at all, I for one would never live down on alii Drive to crazy but that Is just me , like the others have said look around first our condo is in "Seascape' and we are just far enough and just close enough to town.

We have been in Kona now for two and a half years at about 1100 ft. elevation. We are surrounded by lots of lush vegetation and greenery and trees in our neighborhood. We do have a view of the water but do not feel any ill effects from vog in our neighborhood. You can see the haze sometimes over the water on very voggy days but the elevation is perfect for us with warm sunny days and great growing potential and cooler evenings for sleeping. I'm happy we bought where we did!
