Hunting Ridge and Ten Hills communities in Southwest Baltimore, they are in city limits.

They are pre war homes with lots of charm but most are renovated with a lot of yard and greenery.
Easy access to some of the better public schools and reasonable private schools in the city.

Extremely strong, and diverse neighborhoods with good local political connections.

Let's see for Baltimore County:

Pikesville/Owings Mills area if you are on the eastern side of Reisterstown Rd, closer to the Park Heights/Greenspring Ave. area
Northern Baltimore County
Hunt Valley/Cockeysville
Catonsville
Ruxton/West Towson
Northern Perry Hall/Kingsville/White Marsh

-all these areas are pretty decent bets for the county.

I think you'll have to give on one or two of your wish list items. For someone with your ample budget, the easiest one to give up will be diversity. Baltimore and Anne Arundel counties have inherited a lot of Baltimore City's tendency to segregation. Columbia, Howard County meets all your wants except the commute. Baltimore County's best schools are in the Towson area but be prepared to mingle with some very preppy white people. There is a little more diversity in the part of Towson that abuts the city: Idlewylde and Anneslie. Perry Hall/White Marsh may be a good middle ground for you.
