My question is, if this is such a surefire way to boost mileage and reduce emissions, why don't the major car companies that are under enormous pressure to do both have one of these on every single unit rolling off their assembly lines?

Maybe they're too busy trying to liberate the 200mpg carburetotr that many still believe the oil companies bought the rights to in order to ensure it never made it to market.
