I'm considering buying a used car. The owner has told me that it is due for an emissions test here in Illinois. If I purchase this vehicle will I have to have the emissions test done right away or will I get an extension?
Make sure that the emission test isn't a problem and a reason why the owner wants to sell the car. I would try to request the emission to be done before the purchase.

The State of Illinois requires automotive dealers who sell a used car to provide a valid smog check certificate for the buyer of any vehicle that they are selling. However, buyers purchasing a used vehicle from a private seller with an expired vehicle’s emissions certificate must be retested after the vehicle owner gets a new registration in their name.
In Illinois, when an emission test is required, you will receive a notice in the mail. You are required to register your vehicle before bringing it in for testing.

No. Emissions testing is when they stick a probe into the exhaust and then their computer decides if your vehicle is making too much pollution or not.
The CEL might or might not be part of the inspection, depending on the rules where you live. Some states also have a safety inspection where they look for stuff like excessive rust, bald tires, burnt out light bulbs and worn out suspension components.
Some states, like the one where I live, only require you to give them money in exchange for little stickers to put on your license plates.

Yes, based on the link below (and based on my experience when I last lived there) the Illinois Air Team only checks for CEL/MIL and checks for readiness on your vehicle's computer.
There are other states that do an actual exhaust gas/smog test.
