My fiancee drove home last night and said that she smelled gas when she got out of her truck. She drives a 1992 Toyota Hilux

I sniffed around and eventually looked through the space between the bed and the cab. I could see a metal fuel line/tube piece that is attached to the top of the fuel tank. The surrounding area, where the fuel line/tube attaches to the tank, was damp with fuel. It wasn't a large area. Maybe about 3-4 inches in diameter.
I could twist my arm up from the underside and touch the damp fuel, but I can't see what is actually attached to that line/tube. It disappears behind the cab.
I looked at a picture of a replacement fuel tank. I can see the filler hole with vent tube, air sending unit hole, and fuel pump hole. I can also see the metal line/tube thing attached to the top of the tank next to the largest hole.
What purpose does this piece serve? Is it the return line for the evap canister? Is is a vacuum line of some kind?
