I don't know how much, if any, money he's bringing but with his past champions provisional he's guaranteed to get into the field. That's a selling point to any potential sponsors.
If he can move up in the standings from 30th to 29th I guess it will be considered successful.
Bush is a better driver than last years driver but the equipment and team are not as good as he could have driven for the #43 which finished 15th in points only a few points behind where Bush finished in the "best" equipment.
Since both teams are underfunded by today's standards Bush and whoever gets the 43 would be extremely lucky to get more than a couple of top five finishes if any.

I would love to see Landon Cassil take over the #43 and finish higher than Kurt Busch in the standings! It wont happen, but boy would that be a great story if it did!

I would not pick Kurt for the Cup Championship with Pheonix Racing, but I would not assume he won't be competitive either. He is a good driver when he isn't busy throwing his teammates under the bus, and PR is using Hendrick engines and chassis. They could make this work into being respectable.
