Not sure if my thinking is correct, but I was looking at the different areas in Austin and the foreclosure rate (albeit low still higher than norm), and they seemed higher in the parts of town that have higher property tax rates with lower appraisal values- someone else want to chime in with thoughts?

just makes common sense..those folks would be the most financially strapped...high taxes and lower incomes, per the fact that they have smaller houses......those with larger homes in expensive areas would have greater wherewithal to pay their bills....those with smaller ones on average would just make that demographic, and have a harder time with the same..
