No, because the Texas one assumes a home value of $250,000, which is fairly reasonable. The California one uses the same figure. But the probability that anyone could live in a house with that value in CA is almost nil. Maybe in some rural counties, it would be possible to own a very small place for that. But in most of the populated areas, and certainly in the most popular places, you would be looking at 3 - 4 times that amount, at least. So the property tax goes up, and that makes it no longer a wash.
